I remember this was set after Avengers, Loki stays on Earth because Odin is an ass and the Avengers help him bring his kids (Jormungdr, Fenris, Sleipnir etc) to Earth.

Lots of stories fit that description, it's a popular trope. The most famous is 'Lost Boys'. (Great fic)

I think it ends with Frigga taking over from Odin as Queen of Asgard, if that helps. Thank you for that story! It's not the one I was looking for but it was very good.

It involves finding out that Loki is only 14-15 years old a well, and is unfinished.
I'd recommend sorting for fics on ao3 that are tagged both "Odin's A+ Parenting" and "Loki's kids" or "Parent Loki" if this isn't it.
