Pepper and Rhodey take on General Ross

I keep thinking about a specific scene from a fic, but I can't remember what fic it comes from.

The scene I'm remembering has General Ross from the Hulk movies bringing all of his men to Avengers Tower for Bruce. Rhodey confronts him in the War Machine/Iron Patriot armor and Pepper confronts him with amazing red tape I think.

I can't even remember what pairing the fic had if any.

Any help would be appreciated, thank you.

It was a little different then I remembered, no Pepper in this specific scene.

Sounds very much like chapter 28 of Damaged Defenders by Sherza at Archive of Our Own. The red tape is more for Fury, who calls right after Ross leaves, and War Machine goes to the back of the Tower to deal with the second tank after Iron Man comes back from the city clean up from the Battle of New York. Excellent Avengers/X-Men/Thor series...103 chapters so far. Right this moment I took a break from rereading it and tweaking the look for when I get my printer to check this site, which I haven't done for a couple days. So it happens that I read the story line you're looking for just an hour or two ago.
