I'm not sure how you filtered when you kudo sorted, but, is it safe to assume you've already read Freezer Burn (http://archiveofourown.org/works/457359/chapters/787198)? It's one of the better Steve-gen fics (well, it has Steve/Peggy, but it's not a relationship piece). The whole series is worth checking out if you're into Steve Rogers in general.

Edit: Oh, I was wrong, it doesn't have Steve/Peggy. Or, it's not tagged for it. I must have been thinking of something else by this author. Anyways!

I love Freezer Burn and it's definitely Steve/Peggy, but not as a focus. And possibly not in the first story of the series. But do know the pairing's there, because I remember being impressed by how well the author managed to sell me on the Steve/Peggy despite the age difference.

Hm, have you read The Right Call (https://www.fanfiction.net/s/10095304/1/The-Right-Call). It's probably equally Clint-centric as it is Steve-centric, but with only the two of them in the main part of the story it's got a lot of Steve Rogers.

Or the Steve Rogers vs the Media (http://archiveofourown.org/series/175532) series? This one's a series of shorter, but inter-connected ficlets, but together they're over 20k. There's a bit of Stucky in the later ones.

And, ooh, I don't know why this one doesn't have more kudos (I'm also not sure what you mean by sorting by kudos so I'm checking kudo counts on the ones I've bookmarked). Unsustainable (http://archiveofourown.org/works/1973673/chapters/4271625) is definitely Steve Roger-focused, although the rest of the team is in it as well. Just, uh, make sure you check out the tags before you start, because while it's really well-written, it's not a happy story.
