I read an Avengers fic a few years ago where Natasha is Russia and Tony is America and I do not seem to have saved it. There's no Hetalia characters, just the idea that people can be countries.

Hope that's it. The author apparently came up with the idea independently of Hetalia so of you were doing crossover searches you probably wouldn't find it.
