Steve falls off bridge when truck goes out of control during rescue

I just found the story Awakenings where Steve falls off a tram during a mid-air rescue. This sparked the memory of part of another older story I haven't read in a long time. I think is was a terrorist attack on a major bridge roadway in NYC that the team was dealing with. Traffic was thick and slow and they were trying to get everyone off the bridge when a semi-truck went out of control and plowed through the stopped vehicles. I thin it was Steve who got blown from his perch and hit the water below. That all I recall right now. Hopefully someone knows which story I'm thinking of.
