So maybe Tony is portrayed as a villian in this fic? Tony saves refugees by taking them by cruiseship to his own islands and it infuriates Fury (lol). That all I remember. I think this scene was either Fury's or Steve's POV.

Oh, I think I know that one! Tony was definitely seen as villain; Steve was furious thinking that all the poor refugees will end up as slave labor in Stark's vibranium mines or as test subject for Banner's inhuman experiments. I don't remember the title, but I'm sure I have it saved in 'identity porn' folder - I'll look for it when I get home. :)
