I'm looking for a fic where Tony resigns from the avengers after the accords council try to blackmail him into publicly supporting the avengers afterwards all the new avengers resign too.

The resignation happens in chapter 3. It's easy to forget that it's this fic, because the overall plot has little to do with the Rogues and the Council.
