In the fic Steve's giving an interview and the interviewer asks what it's like to be the leader of the avengers. Steve ends up telling the interviewer that he's not the leader of the team Tony is. He says Tony gave them a home and he protects them and gets them whatever they want or something like that. After the interview Tony and Fury are worried because they think it could cause some problems with the WSC who don't even want Tony on the team.
