Looking for a specific fic

I can't remember if it was a gen overall fic, but it definitely had Clint/Coulson in it and Steve was talking to someone about them, possibly Pepper, and saying that because two men together was illegal in his time he kept wanting to protect them, stop the world from hurting them. They were joking about him being a mother hen, I think, and hovering over them.

It would almost certainly have been on Ao3.
