I feel like I should just copy/past half my bookmarks into this comment, lol. All stories are Tony/Steve with varying amounts of angst and they're all completed.
Phantom (http://del-rion.livejournal.com/231457.html) is MCU cannon featuring a possessed Steve Rogers (I realize what that sounds like, so I'll add that there's absolutely no no non-con or anything even close to it).
Be my mirror my sword and my shield (http://lumediluna.livejournal.com/19143.html) is a modern!au with a Vegas marriage between billionare Tony Stark and law student Steve Rogers.
1796 Broadway (http://archiveofourown.org/works/972937/chapters/1912625) is definitely a must-read. It's a bit different as it's a story written in letters and surveillence tapes, but if you don't mind that style then it does a really great job of portraying a realistic and complicated developing relationship between Tony and Steve - and the rest of the Avengers as well. It's long, but definitely worth it.
Stay With Me(home is where the heart is) (http://archiveofourown.org/works/1246060/chapters/2561524) features Steve meeting multiverse versions of himself while he's in a coma.
