Hah, glad I guessed well. Actually, was looking for something else and came across the link to Nowhere to Hide (http://archiveofourown.org/works/1059794) which is also along the same lines with suffering in silence, but does actually have a bit of 'serum having changed Steve sexually' (not a major theme, but it's there). Couldn't find it yesterday (figures), but if you haven't read it I highly recommend it too.
